After talking to support, I put this in the customer support satisfaction survey, where it asks you in what ways could our experience be improved.
Make sure all customer support agents are thoroughly read on all aspects of both the issues they are providing assistance with, and the solutions they provide in an attempt to resolve them.
This particular agent did not appear to know that recovering a gamertag that was last played offline, to a consol different than the one it was last played on or otherwise stored, would cause the owner to lose all achievement progess made offline.
If the person who is reading this message does not know that as well, or otherwise does not beleive that to be the case, then I highly recommend looking into to it and further your own knowledge and understanding, and ability to provide assistance to others.
